Turbo-Union Limited was founded in 1969 to manage the RB199 engine programme and is owned 40% by Rolls-Royce in the United Kingdom, 40% by MTU Motoren-und Turbinen-Union in the Federal Republic of Germany and 20% by Avio in Italy. The registered office is in Bristol in the United Kingdom and there is an executive office in Munich in the Federal Republic of Germany.

Turbo-Union is controlled by a Board of Directors consisting of representatives from the three partner companies. The work of the partnership is co-ordinated by functional groups which are able to draw freely and effectively on the vast experience and resources of the parent companies.

Each partner has overall responsibility for the design and manufacture of specific sections of the engine. The main centres of activity are at Rolls-Royce in Bristol, MTU in Munich and Avio in Turin, each centre having its own R&O build line.
